"brouhaha. / ('bru:ha:ha:) / noun. a loud confused noise; commotion; uproar."
This week there was a brouhaha in Belgrade.
The Swedish foreign minister, Tobias Billstrom, met with President Vucic.
It wasn't clear if FM Billstrom was like belligerent.
But, the reports.
Maybe it was outlandish what FM Billstrom said to President Vucic.
That might be the brouhaha of it.
Anything any foreign minister says to a head of state, should probably be routine.

Tobias Billstrom

Tobias Billstrom was photographed visiting Kiev Nov 2022.
Now he's visiting Belgrade.
Before, he was visiting Kiev.

"For as long as it takes."
That's not a public sector friendly time frame.
I wonder if any contract, the terms of the contract can be as long as it takes.

"The EU stands ready to continue to reinforce the sanctions, to ensure an effective and coherent implementation of the sanctions and also to prevent their circumvention by Russia," Billstrom said.

Maybe he's describing police technicians like in an Ayn Rand novel, Fountainhead or Anthem. Also, 1984 or the Handmaid's Tale, or Fahrenheit 451.

In terms of this week in Belgrade.
Do you guys accept President Vucic's version of events, about what Billstrom said?

[Foreign minister of Sweden Tobias Billstrom attends a joint news conference, amid Russia's attack on Ukraine, in Kyiv, Ukraine November 28, 2022. REUTERS/Valentyn Ogirenko/Pool/File Photo] STOCKHOLM, Jan 11 (Reuters) - The European Union is prepared for a long war in Ukraine and will support Kyiv against Russia's aggression as long as it takes, Sweden's Foreign Minister Tobias Billstrom, whose country holds the EU's presidency, said on Wednesday. "Despite Russia's continued attempts to divide us, unity within the EU and across the Atlantic has been strong. The EU is prepared for a long war and will continue to stand by Ukraine's side with political, economic, military and humanitarian support for as long as it takes," Billstrom told a news conference. He said the EU would continue working on more sanctions against Moscow over the invasion of Ukraine after nine packages of measures passed by the 27-nation bloc since the start of the invasion in February 2022. "Sanctions are the EU's best tool to help Ukraine win this war, which is the ultimate goal of what we are doing," Billstrom said. Officials said new sanctions could include more asset freezes and travel bans on Russian individuals involved in the war and more restrictions on sales to Russia of EU goods that could be used for military purposes. "The EU stands ready to continue to reinforce the sanctions, to ensure an effective and coherent implementation of the sanctions and also to prevent their circumvention by Russia," Billstrom said. [Western officials and diplomats speak of an alleged global threat posed by Russia when they are trying to persuade Serbia to join NATO, Serbian President Aleksandar Vucic said in an interview with TV Prva. Speaking about his recent conversation with Swedish Foreign Minister Tobias Billstrom, Vucic said the diplomat was telling him "over and over again" to impose anti-Russian sanctions. "He said our European path depends on that," the Serbian leader continued. "He said that Serbia must join NATO, because Russia had shown that it is a threat to everyone. We cannot join NATO, because it was NATO that threatened us - a country whose troops have never crossed another country's border. Yet you were the ones to come to our territory and kill our people here."] (April 2023) (April 21, 2023)

Tobias is telling Aleksandr.
To...

[Vucic announced: We are waiting for an occupation. But if you go after our people... Serbian President Aleksandar Vucic said that elections in Kosovo and Metohija on Sunday will be a difficult day for the Serbs and a terrible day for democracy. "Sunday would be a day when the shame of Europe and the world will be officially marked because of what they organized and what they are doing," said Vucic. "Why are the Serbs refuse to participate? They left the institutions, not because of a whim, and because people are silly, but because Djuric, Teodosijevic were illegally dismissed, and Adzic, Trajkovic were arrested. They shot at the Serbs, children aged 11 and 20. And then, now they also shot at Jovanovic, who is guilty because he was carrying pots and pans to the Mitrovica market," said Vucic. "The Serbs said that they will return to the institutions and take part in the elections when the CSM is implemented. This is the shame of Quint countries. They will hold the elections, they will lie. The Serbs will be guilty again. It is a shame that someone does not know the difference between legitimacy and legality", stated Vucic. "I will be open, I don't really care what the international community thinks. They will hold elections on Sunday and blame Belgrade. I will present precise data. In the 2020 elections in Serbia, Europe and the world told us that they are not democratic enough, even though almost 50 percent came out. They said that the problem is not that, but because there is no pluralism. They didn't mistreat me, they mistreated Serbia. It lasted for two years because of the harassment of the citizens of Serbia," said Vucic. "After the withdrawal of Aleksandar Jablanovic tonight, neither in Leposavic nor in Kosovska Mitrovica and Zubin Potok, you have no Serbian candidates, and in Zvecan it seems like you don't have any either. Shame on all of them, complete Quint," said Vucic. Vucic stated that the only goal is to break Serbia. "I will not let them break Serbia," said Vucic. "When someone else is presented from the Serbian management team, Kurti will agree, but he will say that there are no municipalities in the north that want to accept it. These are all vile and dirty tricks. The same as rigging in the Council of Europe. Lajcak, Borrell know this, all of them. Are the Serbs wrong, what does Viola say? She should be ashamed of every word she uttered in this country. Starting with Nedeljica," said Vucic. Vucic stated that he is proud of the Serbs in Kosovo and Metohija. Vucic said that the representatives of Pristina will be rewarded with the mayors of the municipalities, but the Serbian people say that it is a real occupation, and they will not agree to it. "The polling stations are in police stations, have you ever heard that? Near them, there will be 65 members of KFOR, ready to intervene. Likewise, members of EULEX, only in Kosovska Mitrovica. They will also be in civilian clothes, in order to be able to come to help. A few voters will be found. In North Mitrovica a few, and in these three municipalities a few... The main question is whether Belgrade threatened Jablanovic. So, listen to his statement. You are the ones who do it every day, destroying people, they won't be able to, gentlemen, this won't be possible. Everything I said, that's what I meant. You saw what I said to the Swedes. Serbia was forced to introduce sanctions on Russia, and that's all. I'm tired of that question," Vucic said. "This will go down in the history of the world's disgrace, which will ever happen. Those people don't live there, and they are like legal and legitimate. I call on the people of Kosovo to be calm, not to look at them, to show only contempt. Let them do their dirty work. Then we will see how much they will lie about CSM, and we will not lift a finger for this either," stated Vucic. "They lied to us all the time. Many difficult things await us. They lied to Serbia from the beginning. I don't trust them anymore. All the time, it was just about finding ways to humiliate Serbia," said Vucic. "This will be the most shameful election held anywhere in Europe. Their only plan is to drive the Serbs out of Kosovo. They don't understand that the Serbs are much tougher than they imagine," said President of Serbia. Vucic stated that the goal is to take advantage of the moment of the war in Ukraine. "Everything is allowed here. There are no rules here. That's what diplomatic representatives tell me. They count on the fact that the Serbs will not withstand the pressure and will give up. Well, they won't. To whom are you going to talk about democracy? They say that the problem is the large investments of China and Russia Federation since last year," said Vucic. Vucic said that he will do his best to protect Serbs. "If you go after our people, nobody will stop me. I will not give you the opportunity to trample on our people," said Vucic. Vucic stated that Serbia sells ammunition to countries around the world, but also that Serbia is aware that these weapons can end up in Russia or Ukraine. "We now make over 200 tools for our army. We produce ammunition. When Spain asks us if we want to sell, of course we do. When Turkey asks us if we want to sell, we say yes. Of course we will sell to the United States," he said.]

If I'm hearing that I should... then that probably isn't good advice.
"West intimidates Serbia with Russian threat in an attempt to make it join NATO - president Speaking about his recent conversation with Swedish Foreign Minister Tobias Billstrom, Aleksandar Vucic said the diplomat was telling him "over and over again" to impose anti-Russian sanctions BELGRADE, April 21. /TASS/. Western officials and diplomats speak of an alleged global threat posed by Russia when they are trying to persuade Serbia to join NATO, Serbian President Aleksandar Vucic said in an interview with TV Prva. Earlier, Vucic said that Serbia is seeking to preserve its neutral status, despite Sweden's demands to impose anti-Russian sanctions and coordinate its foreign policy with Brussels."
This is from the Russian news.
It is about President Vucic.
I guess Tobias Billstrom was telling Belgrade that they have to do this and that.
It seems German to tell other people what to do.
The Virginians live in the swamp.
If they are telling people good lifestyle habits, etc.
You know, doctors and priests tell people what to do.
This seems German to me to sit still, and say with your voice, you go and do something.
Kind of, Italians or Greeks will get up and do it themselves.

"The defense ministers representing countries supporting Ukraine's war efforts meet at the Ramstein military base in Germany today. The main topic in the 11th consecutive meeting of the Ramstein format will be military support for Kiev. Notice they are talking about a German army base.
The Germans really have a large army now.

"The main tasks are, first, to preserve Bulgaria's financial independence, the Bulgarian lev; to be as distanced as possible from the conflict in Ukraine; to start renegotiating Sofia's relations with its EU partners; and to have political stability but not at any cost. Bulgaria is suffering the consequences of a 12-year stable governance by GERB, Kostadinov said."

Maybe it's because they have sent so many weapons there.

I thought Tobias was a Dutch name.
Modern British people, tell each other that New York City is a British city.
He seems to be a Swedish person with a Dutch name.
I wonder why his parents named him a Dutch name.

"Sweden Insists Serbia Impose Sanctions Against Russia, Says Serbian President Vucic Serbia has sought to remain neutral in terms of the military even after being pressured by Sweden's demand to sanction Russia, reported TASS news agency."
"Swedish FM Sought To Stop Commemoration of Armenian Genocide to Please Erdogan"

Our theory here is that Tobias is efforting to assist the Germans to trade through the ports in the Balkans. The German army has really grown. And you wonder if the EU assists the German economy in particular to grow. And does that mean then the German military will grow.
In this specific example.
Is exactly Tobias Billstrom.
With these trips to the Balkans.
He is intending to assist the German army to trade through ports.
The Latin word.
"Cornell University https://www.law.cornell.edu - Wex Mens rea refers to criminal intent. The literal translation from Latin is 'guilty mind.'"
Exactly Tobias Billstrom.
Does he understand that he is assisting German army personnel to trade through ports in the Balkans?
Does he know that relates to the EU?
Does he think the army budget needs to grow along with economic growth?

Sweden 12

Saint Petersburg was founded in 1703.
It was called the Great Northern War.
Peter I and Charles XII.
The Russians say it was just two belligerents.
Modern historians sometimes say it was a group effort, like the Napoleonic Wars.
[I might not know what historiography is ;]
The river is called the Neva River.
Before 1703, that land was Sweden and when Tsarist Russia defeated Charles XII, they claimed this port on the Baltic Sea and founded the city.

The German army has really expanded in the past few decades.
This week there are new reports about Denmark, Norway, and Sweden.
Somehow, maybe the Germans are behind some of this stuff.
It becomes hyperbole.
What is Tobias Billstrom's relationship with the German army, for example?
He used to work for the Riksdag.
If we want, we can read about the Reichstag.

Maybe the Germans want to use the ports in the Balkans.
And Scandinavians assist them to send items to East Asia.
And that's why the Norwegian NATO leader and the Swedish FM are in the Balkans and Kiev right now.
Are Jens Stoltenberg and Tobias Billstrom efforting to assist the German army?
Is this because they are war mongers?

[Vucic: They asked us to impose sanctions on Russia Serbian President Aleksandar Vucic said after the meeting with the Swedish Foreign Affairs Minister that Sweden is asking Serbia to impose sanctions on Russia. Immediately after the meeting, the head of Swedish diplomacy Tobias Billstrom spoke. "Swedish companies employ 10,000 people, Serbia belongs to the European Union. I believe that the participants on the political stage will remain on a strong strategic path," said the Swedish minister. He thanked Vucic for the warm welcome. President of Serbia stated that he was honored to host Swedish Minister of Foreign Affairs, Tobias Billstrom. "Sweden is the largest economic partner of all the Nordic countries. We are grateful to Swedish investors. We talked about the large Serbian diaspora that works and lives in Sweden. We are proud of the success of our people in this Nordic country and we hope, of course, that they will return to their exchange with Sweden has quadrupled," Vucic pointed out. He added that the Swedish minister asked us to impose sanctions on Russia. "I said, understanding Sweden's position, that they must also understand us. We long to remain militarily neutral. It was that bloc that attacked our country in 1999. As for Serbia's European path, we have always been grateful to Sweden for that support", Vucic said. "Serbia will not support Kosovo's membership in the UN" Vucic also referred to the situation in Kosovo and Metohija. "I repeated that Serbia will fulfill what we said, but that Serbia will not support Kosovo's membership in the UN. Today is 10 years since the adoption of the Brussels Agreement, when you form the CSM, only when you fulfill it, we will do everything else. That is an obligation that exists from 2013. We in Serbia are not that stupid. We are waiting for you to fulfill your obligations, then we will get down to business and show how reliable a partner we are," said Vucic. "We understood the messages from Sweden, that we have to impose sanctions on Russia. We are an independent country, and we will make decisions accordingly. Once again, many thanks for your honesty and openness, it is the only real way to listen to each other's arguments and understand each other best", said President Aleksandar Vucic.]

[The Bulgarian Association of Prosecutors has sent letters to institutions in the US and the EU in which they "strictly condemn the unlawful pressure exerted on the Bulgarian magistrates". A similar letter was sent a few days ago by the Chamber of Investigators. He's 61 years old.
Is the Secretary of State from Japan allowed to make phone calls to warring factions in East Africa?
I think he isn't allowed to do that.
This seems East Coast.
People think well if it's them doing it they can do it.
Conceptually what diplomats are and are not allowed to do.
I would prefer for him to make most of these phone calls from his office in Washington, DC.
Also, what is going on in his office?

"Thaci, Veseli, Selimi and Krasniqi are accused of war crimes and crimes against humanity committed in Kosovo and Albania against at least 407 detainees, of whom at least 98 were killed. We have read a Russian news story about a Russian diplomat.
That the Danes seem ceaseless in these weapons everything to Kiev.
They have no red lines.
Denmark has no issues with sending more and more weapons to Kiev.
"Danish authorities do not follow any red lines in supplying continuously new armament to Ukraine..."
They might be describing the Danes as lunatics.
As they are being described as lunatics.
Are the Danes right wingers?
Maybe they sell weapons a lot.
Even, maybe Denmark sends weapons to East Asia.

[Seleka fighters launched an offensive against the CAR government in December 2012, and both seized the capital city of Bangui and staged a coup in March 2013. In response to brutality by Seleka forces, "anti-balaka" (meaning "invincible" in Sango) coalitions of Christian fighters formed to carry out reprisal violence against Seleka fighters, adding an element of religious animosity to the violence that had previously been absent.]

In 2013 I attended an event at the CSIS here in DC.
A British man moderated the event.
And he was at the time the director of the Africa program there.
The event began and ended.
Nobody mentioned the German navy.
Is he doing a good job?
There is a land route south, from Libya down toward Sudan and south of that the German army takes, and then they meet the German navy east of Cape Town.

From the Baltic Sea and Lubeck, the German navy.
Sends naval vessels to the ports in East Africa.
For example, in WWI there was a German army sent to East Africa.
There were wanting to establish trade routes with East Asia.
From Lubeck to East Africa to East Asia.
The CFR is reporting on the CAR.
In 2012 and 2013.
There was a revolt in the CAR.
Uranium and gold mines are in the CAR.
Our theory is that the Germans send ships.
And then over land.
The Germans over land meet the ships at the ports.
And the Germans are active in these mines in CAR.

Today in Sudan.
Maybe both belligerents are German allies.
They might be fighting over economic items.
Control of the ports or the industry stuff.
They might be fighting for money and business interests.

This is me talking about the events in Sudan. 4-17-23

Supposedly, like the air force. They'll train the pilots to be up in the other planes.
Maybe the Virginians, they use the radios to be like up in what they are looking at.
He is up in that.
They are up in her.

"We got it!"
We are watching your apartment with surveillance radios night and day. If you commit a crime, then we'll take away your clearance. If you don't, then we'll watch you to keep you safe. Yes, at night when you're sleeping and also when you're at work.

"The Drake equation is a probabilistic argument used to estimate the number of active, communicative extraterrestrial civilizations in the Milky Way Galaxy."
The likelihood that the Virginians are doing a good job operating these radios.
At night
On pills
Doing stunts
Without education
Without college degrees
Without language training
Without knowing how to operate the radios
Without fitness standards

That's an urban legend.
What the surveillance teams could be watching with the radios.
Empty building, empty room, dark room, dark alley, busy restaurant, busy street.
The concern is that these guys aren't really great at police anything, and so they wouldn't make sense of what they were seeing regardless of what they were watching.
They don't speak a foreign language, for example.
I would be able to know which country people were from, etc.

"On the night of April..."
"We spent ten hours..."

If they did document what they did see.
It would be ten hours watching a dark room, five hours watching an empty room.
Maybe they signaling to the Germans that they are German labor guys.

The Virginians are Prussian immigrants. I have heard that they form surveillance teams. They are men. They take pills. And they operate surveillance hardware night and day. They are in their office on the weekends, etc. They won't read or write reports. Their entire shift is watching and operating radios. But, they kind of watch for hours on end, for example, a dark room or an empty building. So, when you have hours on end and you don't see anything, why cannot you use that time to write a report about what you're doing? It seems like they don't want the budget people to know that they spend so many hours kind of not doing anything. What they are doing is watching maybe an empty room for days or hours or weeks at a time. If they did say how many hours they spent doing that, maybe the budge people wouldn't approve their timesheets, etc. (April 17, 2023)

I guess it was his dad, who was from Lebanon.

Brooklyn 1

British and Japanese relations.
It's as though Tokyo says they'll assist with security in the Pacific.
And then they don't.

They do say that though about the Windsors.
That, for example, they don't marry famous beautiful women.
Harry married a television actress.
Brooklyn married a woman four years older than him.

They also say that the Windsors, their kids are truants.
Do Wayne Rooney's kids go to school much?
I wonder if Brooklyn Beckham went to school much.

Maybe the Japanese resemble right winger eras from their own history. You wonder about trade with Europe. Do the British need to be told some of this stuff about right wingerism in Japan.

What comes to mind about this video is that the Japanese secret service behaves as the Imperial Navy did on the carriers in the 1940s. They would wear navy unforms and they had a navy-like way of walking and talking.

Tsar Nicholas II visited Japan and they, supposedly, he almost died there. Russians kind of don't visit Japan for reasons of history. Maybe there is an unspoken truce between Russia and Tokyo. I have never been to Japan.
David Beckham's son recently went there with his wife.
And there are photos of him feeling on her butt and stuff.
And so there are complaints about the Windsors and do their kids go to school at all.

"Severe sandstorms that have been plaguing China for more than a month are now spreading to nearby regions, with dust particles affecting air quality from South Korea to Japan."

[British commandos have allegedly operated in Ukraine Leaked American documents give reason to believe that up to 50 representatives of the British special operations forces operated in Ukraine in February and March of this year, writes the Guardian. Commanding the Japanese Combined Fleet was Admiral Isoroku Yamamoto who viewed Midway as a way to draw out and destroy the U.S. Pacific Fleet's aircraft carrier striking forces, which embarrased the Japanese with the Doolittle Raid on Japan in April 1942.

You wonder about leadership at the PLAN.

PLAN 2

LONDON: What is going on is that the PLAN is using a loudspeaker and they are aiming that at American naval vessels in the South China Sea. It reminds of Japanese leaflet drops. It seems like they shouldn't do that, what if they are portending that is an official Chinese MFA position?

[NEW YORK, April 10. /TASS/. The United States has been spying on Ukrainian leader Vladimir Zelensky, CNN reported on Sunday, citing secret documents of the Pentagon and the US intelligence community that had been leaked on the Internet. General MacArthur was from Missouri. That is the healthy and wholesome Midwest. Like, nothing ever happens there.
One day these leaflets fell from the sky.
It was images of the Japanese army doing strange army moves.
For a long time they have done this to the Americans in East Asia.
That's why we know that happened.
Because MacArthur and his team thought they were such weirdos.

Is the Chinese MFA using a loudspeaker to talk to American naval vessels? It sounds like clown weird sentences.

[China simulated a "secession" of Taiwan on today's third day of military exercises around the island, and the US, in a show of force, deployed a warship in waters claimed by China, AFP reported. China launched the drills in response to a meeting between Taiwanese President Tsai Ing-wen and House Speaker Kevin McCarthy in the US. After two days of maneuvers that included simulated pinpoint strikes on Taiwan and an encirclement of the island, the Chinese military announced that the exercises would also include a "separation" of the territory. One of China's two aircraft carriers is also taking part of the exercies today. The United States, which has repeatedly called on China for restraint, today sent the Milius guided-missile destroyer through disputed parts of the South China Sea. The ship passed the Spartly Islands, an archipelago claimed by China, Taiwan, the Philippines, Vietnam, Malaysia and Brunei, about 1,300 km from Taiwan. The deployment of the Milius immediately angered China, which said the ship had "illegally invaded" its territorial waters.]
